Value Engineering Study Protocol

Operations Executive Finance Ops

The prompt

Our {{project}}] is over budget by {{amount}}] and we need to conduct value engineering to find cost savings without compromising quality. Build a VE study protocol.

Include: (1) Scope definition – what systems or scope will we study? Cost reduction target? Acceptable trade-offs? (2) Structured analysis – for each major system, identify functions, current costs, and optimization opportunities. (3) Alternatives development – generate 3-5 realistic alternatives for each high-cost system. (4) Comparative analysis – cost, schedule, quality, and risk for each alternative. Which meets budget while maintaining quality? (5) Recommendation – which alternatives should we pursue? Net cost savings? Implementation feasibility? (6) Implementation plan – how do we incorporate VE recommendations into design without rework?

Include a VE study template, alternatives analysis matrix, and cost savings summary. Prepare for client negotiations on trade-offs.

Why this works

VE is systematic cost reduction that maintains quality. Clients appreciate structured alternatives and clear trade-offs.

Risks & review

Aggressive VE can compromise quality or functionality. Evaluate long-term implications and life-cycle cost, not just first cost.
