2) Over-specification — tolerance tighter than needed? Could it be relaxed?
3) Material alternatives — same function at lower cost?
4) Design simplification — can it be simplified, eliminated, or combined with another component?
5) Supplier alternatives — if supplier is high-cost, are qualified alternatives available?

For each opportunity: cost reduction $ and % / engineering effort / risk.

Output: VE opportunity matrix. Total annual savings potential. Prioritized list by savings vs. effort ratio.
