Include: (1) Current state – how are resources assigned today? Criteria? (2) Assignment criteria – what should drive assignments? Skill, development, availability, client? (3) Staffing plan template – standardized plan by project phase with roles. (4) Assignment authority – who approves? Escalation process? (5) Transparency – how do people know what's available? (6) Fairness – how do we ensure consistent, fair assignments?

Include staffing plan template and assignment framework. Make process transparent.
