We're preparing to bid {{project}}] and need to develop a competitive bid package and rigorous contractor selection process. Build a bid framework.

Include: (1) Bid package assembly – instructions to bidders, complete drawings, specs, terms & conditions, bid forms. Clarity? Completeness? (2) Pre-bid process – site visits, clarification questions, addenda? Timeline? (3) Evaluation criteria – how do we compare bids? Price, experience, schedule, qualifications, safety record, value-add? (4) Weighting & scoring – relative importance of each criterion? How do we weight lowest price vs. quality? (5) Contractor interviews – for top bidders, what should we ask? How do we verify capability and stability? (6) Recommendation – how do we present to the client with rationale? Why this contractor wins?

Provide a bid evaluation matrix, contractor interview guide, and proposal evaluation form. Make selection transparent.
